The members of the Consultative Assembly of the Council of Europe,

Having examined the Report on the problem of refugees and over-population in Italy (Doc. 1209);

Considering that on 30th April 1960 there were still 11,000 foreign refugees in Italy;

Considering that in Italy the number of refugees regarded as "difficult cases" at the same date was 2,680 and is steadily increasing;

Considering that the economic and demographic situation in Italy makes the integration of such refugees particularly difficult;

Considering that, in the corning years, in spite of energetic measures to increase productivity and create new employment, Italy will be obliged to arrange for the emigration of at least 80,000 nationals each year;

Considering that experience has shown that opportunities for emigration, both for Italian workers and for able-bodied refugees, depend increasingly on professional skill;

Recalling the terms of Recommendation 169 (1958) and Resolution 177 (1960) of the Assembly concerning the resettlement of handicapped refugees by the Office of the United Nations High Commissioner for Refugees;

Recalling earlier appeals by the Assembly, in Recommendations 172 (1958) and 240 (1960), on behalf of the emigration and technical assistance programmes of the Intergovernmental Committee for European Migration;

Recalling the terms of Recommendations 189 (1959) and 239 (1960) of the Assembly concerning the vocational training plans of the Council of Europe Special Representative for Refugees and Over-population;

Undertake by the present Resolution to make every effort, by personal intervention in their Parliaments and with the competent authorities in their respective countries, to secure support for all international action directed towards :

1 closing down refugee camps in Italy and resettling handicapped refugees;
2 providing vocational training for Italian and foreign emigrants;
3 assuring to workers freedom of movement in Europe and satisfactory living conditions in their adoptive country.
