Rule 43 of the Rules of Procedure of the Assembly to be completed by a paragraph 4 as follows :

Reports of Committees
"4. The Reports relating to questions placed on the Agenda of the Assembly shall be distributed a clear fortnight before the opening or the resumption of the Session. If a Committee is not in a position to adopt its final Report in time, an interim Report may be distributed. Failing distribution of the Report or the Interim Report before the Session, the Assembly may adjourn the debate."
