The Assembly,
1. Recalling its Recommendations 511 (1968) and 547 (1969) concerning the situation in Greece ;
2. Deploring that, despite promises to the contrary, five years after the coup d'etat of 21 April 1967, Greece is still not on its way to the restoration of parliamentary democratic government ;
3. Noting that martial law has only been very partially abolished, and that Greek citizens are today still deprived of their civil rights ;
4. Condemning the continued violation of individual human rights by the regime in Athens,
5. Invites its members to urge their governments to exert all their influence to :
a enable impartial observers to be given adequate facilities to enquire into the treatment of prisoners in Greece, and to collect information on alleged practices of torture in Greek prisons and police offices ;
b stop the arbitrary arrests and the detention without trial of Greek citizens under the control of the regime in Athens ;
c procure the abolition of martial law in all districts of Greece ;
d Further invites its members to press their governments to use their influence, either individually or collectively, with the object of allowing the Greek people freely to express their will as to the nature of their regime and government ;
6. Expresses the hope that the conditions may soon come about that will enable the Members of the Council of Europe to welcome Greece once more in the community of European democratic nations ;
7. Directs its Committee on European Non-Member Countries to continue to follow the situation in Greece.
