2. Welcoming the formation of a government whose composition and programme reflect the wishes freely expressed by the Portuguese people on 25 April 1975 ;
3. Noting that the grave economic difficulties facing Portugal have been further aggravated by the massive influx of refugees from Angola, and are now of such magnitude that the government cannot be expected to solve them without support from abroad ;
4. Considering that the government's programme gives precedence, in its foreign relations, to intensified relations with European organisations ;
5. Convinced that the chances of continued progress towards normal democratic conditions in Portugal will be jeopardised unless a rapid solution is found to the country's most pressing economic, social and administrative problems,

7. Strongly urges, once again, the governments of the Council of Europe member states, whether bilaterally or through the Council of Europe, EEC or EFTA, to show their solidarity by taking immediate steps to provide the Portuguese Government with the substantial economic and financial, as well as administrative and technical, assistance it so urgently requires ;
8. Believes that such steps would further the establishment of democratic conditions as embodied in the Statute of the Council of Europe and in the European Convention on Human Rights, and lead to Portugal's future membership of the Council of Europe.
