The Assembly,

1. Whereas, according to Rule 8, paragraph 1, of the Rules of Procedure, the Bureau of the Assembly consists of the President and twelve Vice-Presidents ;
2. Having regard to the recent increases in both the number of member states of the Council of Europe and the numbers of Representatives and Substitutes in the Assembly ;
3. Bearing in mind the difficulties that have arisen in recent years in the election of Assembly Vice-Presidents ;
4. Considering that, while the Bureau's workload has increased, its membership should be kept as small as possible for reasons of efficiency and representativity,
5. Resolves to increase the number of Assembly Vice-Presidents from twelve to thirteen and to amend Rule 8, paragraph 1, Rule 9, paragraph 6, and Rule 42, paragraph 2, accordingly.
