Summary

The Parliamentary Assembly of the Council of Europe has expressed grave concerns regarding recent developments in Georgia, which cast doubt on the country's commitment to democratic norms and its membership obligations to the Council of Europe. The Assembly supports the Venice Commission’s urgent opinion that the Law on Transparency of Foreign Influence undermines democratic standards and should be repealed. It condemns the excessive use of force against demonstrators and urges thorough investigation and justice for perpetrators. The Assembly is alarmed by changes to the electoral framework that could allow undue political control, potentially undermining the legitimacy of upcoming elections. Controversial draft laws on family values and minors, along with the manipulation of LGBTI issues, are also problematic. Despite these challenges, the Assembly commends Georgian citizens' dedication to democracy and hopes for the country’s democratic strengthening and Euro-Atlantic integration, while calling for continued monitoring of the situation.
