Summary

The Parliamentary Assembly emphasises the importance of the European Union's accession to the European Convention on Human Rights to bolster human rights protection across Europe. Despite the Convention’s fundamental principles being integral to EU law, EU institutions are not currently bound by it. The Assembly believes accession would allow EU citizens to file applications with the European Court of Human Rights regarding violations by EU institutions, fostering cohesive human rights jurisprudence between the European Court of Human Rights and the Court of Justice of the European Union. It would reinforce EU’s commitment to the rule of law, enable efficient resolution of legal issues, and strengthen cooperation with the Council of Europe. With recent positive developments in negotiations and court rulings, the Assembly encourages prompt actions from EU institutions, member states, and other stakeholders to finalise and ratify the accession, ensuring a robust and unified human rights framework.
