The Assembly suggests that athletes from countries violating Olympic principles should participate as neutral athletes under the Olympic banner, and a total ban could be considered in extreme circumstances. Specific cases like Russia and Belarus are cited where athletes face repression and sports are misused for political gains. The Assembly calls on the International Olympic Committee to strengthen human rights protections in the Olympic Charter, establish robust monitoring systems, and promote human rights, all while welcoming further collaboration with the Council of Europe.
