The Council of Europe Parliamentary Assembly has established a Platform for Dialogue with Russian democratic forces to promote collaboration and address issues related to Russia's aggression against Ukraine. With the expulsion of Russia from the Council of Europe in 2022 due to its invasion of Ukraine, the Assembly has committed to supporting Russian democratic forces, independent media, and civil society both within Russia and in exile. The initiative aims to enhance engagements with these groups to foster democracy, human rights, and peaceful relations. Central to this effort is countering disinformation, advocating for regime change in Russia, and recognising the sovereignty of Ukraine and other neighbouring states. Qualified participants in this dialogue must adhere to specific criteria, affirming their commitment to democratic values and international law. The Assembly also emphasises the importance of addressing the rights of Indigenous peoples and minorities in Russia, supporting mechanisms for accountability regarding crimes committed by Russian actors, and facilitating logistical assistance for the Platform's operations. The initiative encourages collaboration with other international entities to bolster the impact of the Platform.
