the Bureau of 30 January 2026 requiring ratification by the Assembly
1.1 References and
transmissions to committees
The Bureau considered and approved the following references:
- Strengthening
the affective and emotional dimension of comprehensive sexuality
education to prevent and combat discrimination, hate crime and gender-based
violence, Doc. 16318. Motion for a resolution: reference to the Committee
on Equality and Non-Discrimination for
report;
- Designating Antifa as a terrorist
organisation and proscribing the use of its identifying marks and symbols, Doc. 16324. Motion for a resolution: no further action;
- The role of the Council of
Europe in the transition to democracy in Venezuela and other Latin
American countries, Doc. 16325. Motion for a resolution: reference to the Committee
on Political Affairs and Democracy for
report;
- Need for enhanced international
co-operation on combatting human trafficking, Doc. 16291. Motion for a resolution: reference to the Committee
on Migration, International Protection and Economic
Co-operation for report;
- Bureau decision: Safeguarding
the system of international justice: reference to the
Committee on Legal Affairs and Human Rights to be taken into account
in the preparation of the report on “Threats to the International
Criminal Court”;
- Bureau decision: Supporting
the commitment to a comprehensive, just and lasting peace for Ukraine
and the security of the European continent (follow-up
to Resolution 2637 (2026)): reference to the Committee on Political Affairs and
Democracy for report on “Political consequences of the Russian
Federation’s war of aggression against Ukraine”.
1.2 Election observation
1.2.1 Armenia: Parliamentary
elections (7 June 2026 – date TBC)
Subject to receiving an invitation, the Bureau decided to
observe this election and to set up an ad hoc committee composed
of 20 members (SOC-7; EPP/CD-5; ECPA-4; ALDE-3; UEL-1), as well
as the two co-rapporteurs of the monitoring
committee, and to conduct a pre-electoral mission.
1.3 OECD Global Parliamentary
Network (Paris, 11-13 March 2026)
On 26 January, by written consultation, the Bureau decided
to set up an ad hoc committee
of 12 members to participate in the OECD Global Parliamentary Network
(AS/Pol: 3, AS/Mig: 3, AS/Soc:3, AS/Jur:1, AS/Cult:1 and AS/Ega:
1).
1.4 High-level conference
on the European Social Charter (Chișinău, 18-19 March 2026)
On 26 January, by written consultation, the Bureau decided
to set up an ad hoc committee
to participate in the High Level Conference to be composed of the
members of the sub-committee on the European Social Charter of the
Committee on Social Affairs, Health and Sustainable Development
and two members (and one alternate) designated by each thematic
committee.
1.5 Black Sea Security
Forum (Odesa, Ukraine, 30-31 May 2025)
The Bureau decided to set up an ad
hoc committee of the Bureau to participate in this event,
subject to security conditions.
1.6 Composition of
the Monitoring Committee, the Committee on Rules, Ethics and Immunities and
the Committee on the Election of Judges to the European Court of
Human Rights
1.6.1 Committee on
the Honouring of Obligations and Commitments by Member States of
the Council of Europe (Monitoring Committee)
On the basis of a proposal by the UEL Group, the Bureau nominated
Mr Dionysios-Charalampos Kalamatianos (Greece) as member.
The Assembly is invited to ratify
these Bureau decisions.
