Implementation of judgments of the European Court of Human Rights: PACE rapporteur to visit Russia

Strasbourg, 05.02.2010 – Christos Pourgourides (Cyprus, EPP/CD), rapporteur of the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe (PACE), will make a fact-finding visit to Moscow on 8 and 9 February as part of the preparation of his report on the implementation of judgments of the European Court of Human Rights.

The cases considered by Mr Pourgourides cover those which raise serious implementation issues.

During his visit, Mr Pourgourides is expected to meet the Chairman of the Supreme Court, and representatives of the Justice, the Interior, the Foreign Affairs and the Finance Ministries. Meeting will also be held at the Prosecutor General’s Office, with the representative of Russia at the European Court of Human Rights as well as with Russian parliamentarians.

This is the fifth, after Bulgaria, Greece, Italy and Ukraine, in a series of visits intended to bring parliamentary pressure to bear on states where the execution of the Court’s judgments meets with delays or difficulties. Mr Pourgourides will shortly go to Moldova, Romania and Turkey.
