President deeply concerned by Russia’s decision to offer Russian citizenship to Donbass residents

The President of the Parliamentary Assembly, Liliane Maury Pasquier, today expressed deep concern at the decree of the Russian Federation offering citizenship and passports under simplified procedures to residents in the areas of the Donbass that are not under the de facto control of the Ukrainian authorities in Kyiv.

“The use of such a ‘passportisation’ policy by the Russian Federation violates international law and the principles of the Minsk agreements signed by Russia, runs counter to the principle of good neighbourly relations, and is an attack on Ukraine’s national sovereignty. I therefore urge the Russian Federation to withdraw this decree without delay,” the President said, while reiterating the Assembly’s full support for Ukraine’s sovereignty and territorial integrity within its internationally recognised borders.
