European fisheries The Assembly, Recalling its study of the problems of European fisheries whose conclusions are embodied in its Recommendation 198 (1959) and its Resolution 200 (1961) ; Noting that on the proposal of the United Kingdom Government it has been decided to call a fisheries conference of the countries of Western Europe in the autumn of 1963, to be attended by the member countries of EFTA and of the European Economic Community ; Considering that the proposed conference presents a special interest for the Council of Europe because of the importance and urgency of the problems to be dealt with, such as the fixing of the limits of territorial waters and fishing rights and the organising of European markets for fishery products, and also because the conference will be attended by representatives of most Council of Europe member countries, Instructs its Committee on Agriculture urgently to reconsider the problem of European fisheries on the basis of its previous studies and in the light of new developments and to submit a report on the problem to the Consultative Assembly at the September part-Session, notably with a view to enabling the Assembly to offer its support to the proposed fisheries conference of the countries of Western Europe. |

Nuclear energy The Assembly instructs the Economic Committee to continue its work on European energy problems focussing its attention on nuclear energy with particular reference : 1. to the part that nuclear energy is likely to play in the longer term in meeting the energy needs of Western Europe as a whole, and 2. to the organisation of research into and development of nuclear energy in Western Europe, and to report further to the Assembly on the question in due course. |

European Conference on Air Pollution The Assembly instructs the Social Committee to follow the preparatory work for the European Conference on Air Pollution, which was decided upon by the Committee of Ministers on the initiative of the Assembly (Recommendation 290) and will be held in Strasbourg from 20th to 26th May 1964, and to consult the appropriate committees, particularly the Economic, Agricultural and Legal Committees, on the various problems appearing on the agenda of that Conference. |

Tasks of the Assembly of the Council of Europe in the present situation of European affairs The Assembly, 1. Instructs its Political Committee : (a) to propose to the Assembly, at each autumn part-Session, questions to be included in its political working programme ; (b) to consider ways and means of making the Council of Europe's political action more effective, and to submit a report to it on this matter ; 2. Instructs its other competent Committees to ascertain, both in the Treaty of Rome and in the Regulations adopted by the European Economic Community, those provisions which might form the subject of agreements extending the achievements of the European Economic Community in certain fields to all or some of the member countries of the Council of Europe. |

Atlantic partnership The Assembly, Wishing to contribute to the formulation of Europe's attitude towards the various problems posed by the prospects of Atlantic partnership, Instructs : (a) its Political Committee to continue to study the political aspects of Atlantic partnership; (b) its Economic Committee to examine the economic and monetary implications of Atlantic partnership ; (c) its Cultural and Scientific Committee to consider the cultural aspects of Atlantic partnership ; Instructs these Committees to report to it on the aforementioned matters with a view to the holding of a debate in 1964. |
