The Assembly,

1. Thanking the European Civil Aviation Conference for the transmission of the report of its 6th Session ;
2. Convinced of the value to Europe of the work which has been undertaken hitherto by ECAC in facilitating European air transport operations ;
3. Further convinced that recent developments in the field of civil air transport necessitate further efforts on the part of ECAC if serious consequences for European civil aviation are not to ensue ;
4. Greatly appreciating the continued maintenance of the closest relations between ECAC and the Council of Europe ;
5. Welcoming the decision taken by ECAC at its 6th plenary Session to amend its Constitution so that this should accurately reflect the practice which has developed in the organisation over recent years ;
6. Noting with satisfaction the study which ECAC is about to undertake on capacity likely to be offered in the early 1970s on the North Atlantic ;
7. Attaching the utmost importance to the preservation and development of the European aircraft construction industry, in the face of ever increasing American competitive pressure,
8. Resolves,
a To invite its President to transmit to the President of ECAC the present resolution, together with the accompanying report, with a request that ECAC carefully study the views and proposals set out therein, and in particular to draw ECAC's attention to the proposals in the report relating to the following :
the probability that a situation of overcapacity will obtain on the North Atlantic in 1969 and the early 1970s ;
the organisation by ECAC, in association with the Council of Europe, of a symposium to be held in Strasbourg during the course of 1969, for the purpose of permitting a further informal exchange of views between a wide range of experts in the field of civil aviation, on the desirability and feasibility of substantially expanding European co-operation and possibly integration in the field of civil aircraft construction, "cooperation" being taken inter alia as covering proper advance consultation on a Europe-wide basis between manufacturers and airlines as to the latter's needs ;
the consideration by ECAC of what a mendments are called for to existing national regulations relating to intra-European air transport operations, so as to permit of the institution of walk-on/ walkoff services on certain routes of high traffic density as and when the operators concerned may feel that the institution of such services, albeit on a limited experimental basis in the first instance, is desirable ;ot to ensue ;
b To request ECAC to inform the Consultative Assembly of what steps it proposes to take in implementing the proposals to which the present resolution makes reference.
