The Assembly,

1. In view of the fact that the proceedings of the Madrid meeting of the CSCE are to be resumed shortly ;
2. Having regard to its earlier pronouncements on the implementation of the Final Act of the CSCE, in particular its Resolution 750 (1981) ;
3. Reaffirming its deep concern over the serious consequences of an unchecked arms race which would lead to permanent confrontation between countries ;
4. Considering that, given the consequences of this situation, it is necessary to react on both sides with a desire to introduce a new spirit in international relations in conformity with the principles of the Helsinki Final Act ;
5. Convinced of the crucial importance of the Madrid meeting for continuation of the process of detente, and noting that nine months of meetings have shown that it is possible to arrive at satisfactory and balanced results ;
6. Regretting, in this connection, that obstacles created during the conference have up to now prevented arriving at a reasonable solution with regard to the military aspects of security at the conference ;
7. Convinced that strict, complete compliance by all the participating states with the provisions of the Final Act of Helsinki can contribute valuably to the process of reaching the desired agreements at the Madrid Conference,
8. Invites the governments of member states :
8.1 to call for practical measures to improve the human rights situation in all countries signatory to the Helsinki Final Act, and in particular for the release of imprisoned members of the groups monitoring the implementation of the Helsinki agreements
8.2 to promote the progress of humanitarian contacts and exchanges of information ;
8.3 to safeguard the already achieved provisional agreements whose importance should not be minimised, notably on matters such as terrorism or economic and commercial co-operation ;
8.4 to work for a solution to the problem of military balance in the framework of a "conference on confidence and security-building measures and disarmament in Europe", whose terms of reference should be clearly defined and should apply to measures which are obligatory and verifiable.
