The Assembly,
1. Having regard to Rule 45, paragraph 4.a, of the Rules of Procedure, which provides that : - "The chairman of a committee shall remain in office until the opening of the next ordinary session of the Assembly. He may be re-elected for two further terms, and for a fourth term if the committee so decides by a two-thirds majority. In no circumstances may the same committee chairman remain in office for more than four years" ;
2. Noting that the requirement that outgoing committee chairmen obtain a two-thirds majority in order to be re-elected for a fourth term puts them at a disadvantage compared with other candidates, who need only an absolute majority in the first ballot or a relative majority in the second, and that overcoming the problem involves a complex election procedure ;
3. Having regard to experience, since its introduction in 1979, of the restriction on the number of terms of office committee chairmen are allowed to serve ;
4. Having regard to the report of its Committee on Rules of Procedure (

5. Decides to amend paragraph 4.a of Rule 45 of the Rules of Procedure as follows : - "The chairman of a committee shall remain in office until the opening of the next ordinary session of the Assembly. He may be re-elected for three further terms, consecutive or not."
