The Assembly,
1. Having examined the 23rd report on the activities of the Intergovernmental Committee for Migration, covering the period from 1 January 1981 to 31 December 1983, and the report by its Committee on Migration, Refugees and Demography in reply thereto (
Doc. 5267) ;
2. Noting with satisfaction that during this time ICM extended and developed its essential action in the assistance and transport of migrants and refugees, in co-operation with governments, particularly those of developing countries, in the field of migration and the transfer of human resources ;
3. Paying tribute to ICM for what it has done over the past three years to help some 500 000 refugees and immigrants, driven by the need to find work or by political reasons to settle in a new country which can offer them a better life ;
4. Noting that ICM assisted 206 045 persons in 1981, 147 247 persons in 1982 and 127 418 persons in 1983 ;
5. Welcoming ICM's sustained action in assisting former members of the Polish trade union "Solidarity" (approximately 2 100 between the summer of 1982 and the end of 1983) ;
6. Deeply concerned at the considerable increase in the quota of displaced persons and refugees in Latin America, which rose from 2 899 in 1981 to 3 185 in 1982 and 5 730 in 1983 ;
7. Appreciative of the work done by ICM in connection with the repatriation of Argentinian citizens, over 1 500 of whom were assisted between 1 January and 30 June 1984 ;
8. Noting that ICM has before it requests for repatriation from Chilean citizens, 400 of whom it helped to return to their country over the first six months of 1984 ;
9. Welcoming the introduction or expansion within ICM activities of certain special and/or regular programmes with an operational dimension, such as the provision of skilled personnel and the return of expatriated specialists and technicians from industrialised countries to the developing countries ;
10. 11. Encourages ICM to continue :
11.1 its activities in the assistance and transport of migrants and refugees ;
11.2 its policy of co-operation in the field of transfer of human resources with developing countries which are ICM members, as well as with developing countries which are not members needing and requesting its assistance ;
11.3 its programme for the return of original skilled personnel to Africa ;
12. Urges the member states of the Council of Europe which are members of ICM
Note :
12.1 urgently to assist ICM with adequate financial contributions for the repatriation of Argentinian citizens (so repeating the invitation already voiced in its
Resolution 824 (1984), on the return of Argentinian expatriates to their country of origin) ;
12.2 to help ICM pursue its humanitarian aid to Chileans wishing to return to their country ;
12.3 to continue extending political and financial support to the organisation ;
13. Invites member states which are observers
