Censorship of parliamentary debates

Written question No. 762 to the Committee of Ministers | Doc. 15288 | 19 May 2021

Ms Laura CASTEL, Spain, NR

In Spain, parliamentary debates on certain issues are censored. This is the case, for instance, with the amnesty bill for political prisoners, the investigation into the corruption of the monarchy or issues relating to the expenditure of the monarchy, and other accountability initiatives. These initiatives were prohibited by the Bureaux of the Senate and the Congress of Deputies and cannot be debated or investigated. This limits human rights such as freedom of expression and the right to political representation, as well as, equally important, the right of citizens to transparency when it comes to information of public interest.

Ms Castel

To ask the Committee of Ministers:

Which Council of Europe member States maintain censorship of parliamentary debates and on what types of issues?
