1.2 Composition of the Monitoring Committee and of the Committee on the Election of Judges to the European Court of Human Rights

1.2.1 Monitoring Committee

The Bureau, on the basis of proposals by the ALDE group, appointed Ms Stephanie Krisper (Austria), Ms Diana Stoica (Romania) and Ms Liliana Tanguy (France) as members, and on the basis of a proposal by the EPP/CD group, appointed Mr Ionuț-Marian Stroe (Romania) as a member.

1.2.2 Committee on the election of judges to the European Court of Human Rights

The Bureau, on the basis of proposals by the ALDE group, appointed Ms Ingvild Wetrhus Thorsvik (Norway) and Ms Elena-Simona Spărtaru (Romania) as substitutes.

The Assembly is invited to ratify these Bureau decisions.

2 Other decisions by the Bureau

2.1 Fourth part-session of 2022 (Strasbourg, 10-14 October)

2.1.1 Requests for debates under urgent procedure

The Bureau took note of the requests to hold debates under the urgent procedure on:

  • Recent outrageous and inhuman activities of the Russian Federation, tabled by Mr Zingeris and 29 members of the Assembly and decided to recommend to the Assembly not to hold this debate;
  • Political consequences of the Russian Federation's aggression against Ukraine, tabled by the leaders of the five political groups on the basis of an on-going report in the Committee on Political Affairs and Democracy with the same title (rapporteur: Mr Emanuelis Zingeris, Lithuania, EPP/CD), and decided to recommend to the Assembly to hold this debate.

2.1.2 Requests for current affairs debates

The Bureau took note of the requests for current affairs debates on:

  • Europe half a year after the start of Russia’s war of aggression against Ukraine, tabled by the leaders of the five political groups and took note of its withdrawal;
  • Food security in Europe: grain exports through Ukrainian ports, tabled by the Turkish delegation and took note of its withdrawal;
  • The military hostilities between Armenia and Azerbaijan tabled by the Monitoring Committee and decided to recommend to the Assembly not to hold this debate;
  • Military hostilities between Azerbaijan and Armenia, including strikes against settlements and civilian infrastructures, tabled by the leaders of the five political groups, decided to recommend to the Assembly to hold this debate and appointed Mr Paul Gavan (Ireland, UEL) as its first speaker;
  • The threatened ban of EuroPride events in Belgrade: an attack on equality, democracy and human rights tabled by 20 members of the Assembly and decided to recommend to the Assembly to hold this debate with a revised title as follows: Threatened bans of Pride events in Council of Europe member States, and appointed Mr Max Lucks (Germany, SOC) as its first speaker.

2.1.3 Draft agenda

The Bureau updated the draft agenda.

2.1.4 Joint Committee (Strasbourg, 11 October 2022)

The Bureau prepared the meeting.

2.2 Progress report of the Bureau of the Assembly and of the Standing Committee (24 June – 10 October 2022) (Rapporteur: Ms Selin SAYEK BÖKE (Türkiye, SOC))

The Bureau approved the progress report (Doc. 15626).

2.3 Election observation

2.3.1 Bosnia and Herzegovina: General elections (2 October 2022)

The Bureau took note of the statement by the observation mission.

2.3.2 Bulgaria: Early parliamentary elections (2 October 2022)

The Bureau took note of the statement by the observation mission.

2.4 17th Council of Europe Conference of Ministers responsible for Sport (Antalya, 26 October 2022)

The Bureau approved the list of members of the ad hoc committee and appointed Ms Edite Estrela (Portugal, SOC) as its Chairperson (Appendix).

2.5 Communications

The Bureau took note of the communications by the President of the Assembly, the Secretary General and the Deputy Secretary General of the Council of Europe, and held an exchange of views with the Secretary General.
