1 Introduction

At its meeting on 4 October 2024, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the fourth part-session of 2024 (Friday 4 October) to the pre-session Bureau meeting of the first part-session of 2025 (Monday 27 January).

The present report includes the decisions taken at the Bureau meetings of 4 October in Strasbourg, 28 November in Luxembourg and 13 December in Paris. Chapter 2 presents a list of decisions that were either already ratified by the Standing Committee on 29 November, or which do not require ratification. Chapter 3 presents the activities of the Standing Committee on 29 November in Luxembourg. Chapter 4 lists the decisions taken on 13 December that require ratification at the opening of the 2025 first part-session of the Assembly.

An addendum to this report will be issued after the Bureau meeting of 27 January, which will include decisions to be ratified by the Assembly at the opening of the 2025 part-session. Another addendum will be issued after the Bureau meeting of 31 January. It will only include the decisions to be ratified by the Assembly on the same day, notably the references and transmissions to committees, which will have been approved by the Bureau.

Addendum 1 to this report presents the statistics of gender equality in the functioning of the Assembly.

The report of the Committee on the Election of Judges to the European Court of Human Rights presenting the conclusions of the committee on the lists of candidates submitted by Andorra, Armenia and Slovenia, is published as Addendum 2 to this report.

Addendum 3 to this report presents the activities of the election observations in 2024.

The Bureau will hold its next meeting on Wednesday 19 March in Strasbourg.

2 Activities of the Bureau since the last part-session and decisions not requiring ratification by the Assembly

2.1 Fourth part-session of 2024 (Strasbourg, 30 September – 4 October)

On 4 October, the Bureau heard a statement by the Secretary General of the Assembly and discussed the follow-up to the part-session.

2.2 Meeting of the Standing Committee (Luxembourg, 29 November)

2.2.1 Draft agenda

On 4 October, the Bureau took note of the draft agenda which was then updated on 28 November.

2.2.2 Requests for current affairs debates

On 28 November, the Bureau:

  • took note of the request by the Chairperson of the delegation of Luxembourg to hold a current affairs debate on Intensification of repressions in Azerbaijan: undermining democratic freedoms and parliamentary rights, decided to recommend to the Standing Committee to hold this debate, to modify the title in Intensification of repressions in Azerbaijan: the situation of political prisoners, threats to democratic freedoms and parliamentary rights, and appointed Mr Gusty Graas (Luxembourg, ALDE) as the first speaker;
  • took note of the request by the chairpersons of the five political groups to hold a current affairs debate on Foreign interference: a threat to democracy, decided to recommend to the Standing Committee to hold this debate, and appointed Mr Pablo Hispán (Spain, EPP/CD) as the first speaker.

2.2.3 Follow-up to the Standing Committee

On 13 December, the Bureau approved the follow-up proposals presented by the Secretary General of the Assembly and decided to refer the follow-up to Resolution 2579 (2024) on Civil society and the Parliamentary Assembly: towards greater transparency and engagement to the Committee on Rules of Procedure, Immunities and Institutional Affairs to be taken into account in the preparation of the report on Modification of various provisions of the Assembly’s Rules of Procedure (see part 4.1).

2.3 First part-session of 2025 (Strasbourg, 27-31 January)

On 28 November, the Bureau drew up the preliminary draft agenda for the first part-session of 2025 and updated it at its meeting on 13 December.

2.4 References and transmissions to committees

On 4 October, the Bureau considered and approved the references and transmissions to committees as presented in Doc. 16045 Add.3, ratified by the Assembly the same day.

On 28 November, the Bureau considered and approved the following references and transmissions to committees, which were subsequently ratified by the Standing Committee.

2.4.1 References to committees

  • Media freedom in sport, Doc. 16036, motion for a resolution: reference to the Committee on Culture, Science, Education and Media for report;
  • Improving the selection/election procedure of CPT members, Doc. 16038, motion for a resolution: reference to the Committee on Legal Affairs and Human Rights for report;
  • Violations of media freedom and the right to information in Poland, Doc. 16051, motion for a resolution: reference to the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) to be taken into account in the preparation of the report on “The honouring of membership obligations to the Council of Europe by Poland“;

2.4.2 Extension of references

During the reference period, the Bureau also approved the following requests for extension of references:

  • Respect for the rule of law and fight against corruption within the Council of Europe, Doc. 15195, motion for a resolution, reference 4556 of 25 January 2021 (extended on 1 February 2021, 28 April 2023 and 22 January 2024) – validity: 31 December 2024: extension until 31 March 2025;
  • Protecting the human rights and improving the lives of sex workers and victims of sexual exploitation (former title: The reintegration of persons trapped in prostitution and human trafficking survivors), Doc. 15570, motion for a resolution, reference 4674 of 10 October 2022 – validity: 10 October 2024: extension until 10 April 2025;
  • The honouring of membership obligations to the Council of Europe by the Netherlands, Monitoring Committee decision, Reference 4569 of 19 March 2021 (extended on 14 October 2022, 9 October 2023 and 22 January 2024) – validity: 19 March 2025: extension until 19 March 2026;
  • Olympic movement and peacekeeping: is sport neutrality serving sport values? (former title: Excluding the athletes and officials of the Russian Federation and Belarus from participating in the international Olympic movement), Doc. 15721, motion for a resolution, reference 4716 of 2 March 2023 – validity:  2 March  2025: extension until 31 March 2025;
  • Legal aspects of the accession of the European Union to the European Convention on Human Rights, Doc. 15014, motion for a resolution, reference 4488 of 27 January 2020 (extended on 7 May 2020, 1 February 2021, 25 November 2022, 22 January 2024 and 24 May 2024) – validity: 31 December 2024: extension until 30 June 2025;

  • Promoting universal health coverage, Doc. 15729, motion for a resolution, Reference 4734 of 26 May 2023 – validity: 26 May 2025: extension until 26 November 2025.

2.5 Election observation

2.5.1 Parliamentary Assembly Network of Election Observers

On 4 October, the Bureau approved the list of members of the Network and took note of the agreement of the leaders of the five political groups to designate Lord David Blencathra (United Kingdom, EC/DA) as its Chairperson (Appendix 1).

2.5.2 Republic of Moldova: presidential election and constitutional referendum (20 October 2024 and 3 November 2024)

On 15 October, following a written consultation, the Bureau approved the revised list of members of the ad hoc committee to observe these elections and appointed Ms Petra Bayr (Austria, SOC) as its Chairperson, to replace Ms Thórhildur Sunna Ævarsdóttir (Iceland, SOC) (Appendix 2).

On 28 November, the Bureau approved the election observation report, with a view to a debate at the Standing Committee on the following day.

2.5.3 Bulgaria: early parliamentary elections (9 June and 27 October 2024)

On 4 October, the Bureau approved the revised list of members of the ad hoc committee to observe these elections.

On 16 October, following a written consultation, the Bureau approved the updated list of members of the ad hoc committee to observe these elections and appointed Mr Alfred Heer (Switzerland, ALDE) as its Chairperson, to replace Mr Oleksii Goncharenko (Ukraine, EC/DA) (Appendix 3).

On 28 November, the Bureau approved the election observation report, with a view to a debate at the Standing Committee on the following day.

2.5.4 Georgia: Parliamentary elections (26 October 2024)

On 28 November, the Bureau approved the election observation report, with a view to a debate at the 2025 January part-session.

2.5.5 Annual Implementation Meeting for endorsers of the Declaration of Principles for International Election Observation (DoP), Gdansk, Poland, 20-22 November 2024

On 4 October, the Bureau appointed Lord David Blencathra (United Kingdom, EC/DA) to represent the Assembly at this event hosted by ODIHR.

2.5.6 Assembly of KosovoNote: elections (9 February 2025)

On 28 November, the Bureau decided to observe these elections and set up an ad hoc committee composed of 20 members (SOC: 6; EPP/CD: 6; EC/DA: 4; ALDE: 3; UEL: 1); and authorised a pre-electoral mission.

On 13 December, the Bureau approved the list of members of the ad hoc committee to participate in these elections and appointed Ms Petra Bayr (Austria, SOC) as its Chairperson.

On 23 December, following a written consultation, the Bureau approved the revised list of members of the ad hoc committee (Appendix 4).

2.5.7 Schedule of the elections in 2025

On 13 December, the Bureau took note of the calendar.

2.6 Issues raised by committees

2.6.1 Committee on Political Affairs and Democracy

On 4 October, the Bureau took note of the letters by the Chairperson of the Committee and authorised:

  • Ms Marietta Karamanli (France, SOC), rapporteur on Review of the partnership for democracy in respect of the Parliament of the Kyrgyz Republic, to carry out a fact finding visit to Bishkek, Kyrgyzstan, in the framework of the preparation of her report, in 2024 or 2025 (dates to be confirmed);
  • Ms Dora Bakoyannis (Greece, EPP/CD), rapporteur on the Situation in the Middle East, to carry out a fact finding visit to Israel, the West Bank, Jordan and Lebanon, in the framework of the preparation of her report (dates to be confirmed and subject to the availability of funds).

On 13 December, the Bureau took note of the letter by the Chairperson of the Committee and decided to set up an ad hoc committee of the Bureau, composed of 8 members (AS/Pol: 3, AS/Jur: 2; AS/Soc:2 and AS/Cult:1), to participate in the OECD Global Parliamentary Network, to be held on 5-7 February 2025 in Paris.

2.6.2 Committee on Social Affairs, Health and Sustainable Development

On 4 October, the Bureau took note of the letters by the Vice-Chairperson of the Committee and approved the revised terms of reference of the Parliamentary Network on the situation of the children of Ukraine and of the Parliamentary Network for a healthy environment as presented in Doc. 16045 Add.3, ratified by the Assembly the same day.

2.6.3 Committee on Migration, Refugees and Displaced Persons

On 13 December, the Bureau took note of the letter by the Chairperson of the Committee and decided to set up an ad hoc committee of the Bureau to participate in the conference on the follow-up to the Resolution 2569 (2024) Missing migrants, refugees and asylum seekers – A call to clarify their fate to be held in Strasbourg on 23-24 April 2025.

2.7 Communications

On 4 October, the Bureau took note of the communication by the President of the Assembly.

On 28 November and 13 December, the Bureau took note of the communications by the President of the Assembly, the Secretary General and the Deputy Secretary General of the Council of Europe, and held an exchange of views with the Secretary General of the Council of Europe.

On 13 December, the Bureau observed a minute's silence in the memory of Mr Terry Davis, Secretary General of the Council of Europe from 2004 to 2009.

The Bureau also took note that the President would ask the Venice Commission for an urgent opinion on the conditions and legal standards under which a constitutional court can invalidate elections.

2.8 Conference of the European Parliamentary Technology Assessment network (EPTA), on the theme “Artificial Intelligence and Democracy”, in Oslo, on 21 October 2024

On 4 October, the Bureau. approved the list of members of the ad hoc committee of the Bureau (Appendix 5).

2.9 Council of Europe Parliamentary Conference on "Promoting safety, integrity, equality and inclusion in sport" (Athens, 4-5 November 2024)

On 4 October, the Bureau approved the revised list of members of the ad hoc committee of the Bureau and appointed the President of the Assembly as its Chairperson (Appendix 6).

2.10 World Forum for Democracy (Strasbourg, 6-8 November)

On 4 October, the Bureau approved the revised list of members of the ad hoc committee of the Bureau and appointed the President of the Assembly as its Chairperson (Appendix 7).

2.11 Ad hoc Committee of the Bureau on the situation of the children of Ukraine (Geneva, 13 June 2024)

On 13 December, the Bureau decided to declassify the minutes of the meeting of the ad hoc Committee held in Geneva on 13 June 2024.

2.12 Composition of committees

2.12.1 Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee)

On 4 October, on the basis of proposals by the SOC Group, the Bureau nominated as members: Mr Gerardo Giovagnoli (San Marino) and Ms Miapetra Kumpula-Natri (Finland); on the basis of a proposal by the EPP/CD Group, nominated Mr Ricardo Carvalho (Portugal) as a member; on the basis of a proposal by the EC/DA Group, nominated Mr Lőrinc Nacsa (Hungary) as a member.

2.12.2 Committee on Rules of Procedure, Immunities and Institutional Affairs

On 4 October, on the basis of a proposal by the EPP/CD Group, the Bureau nominated Mr Christophe Brico (Monaco) as a member.

2.12.3 Committee on the Election of Judges to the European Court of Human Rights

On 4 October, on the basis of proposals by the EPP/CD Group, the Bureau nominated as members: Ms Regina Bastos (Portugal), Ms Belén Hoyo (Spain) and Ms Saara-Sofia Sirén (Finland).

2.13 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)

On 4 October, the Bureau considered and approved the lists of candidates in respect of Croatia, Malta, Monaco and Poland, which were subsequently transmitted to the Committee of Ministers.

2.14 Institutional representation of the Parliamentary Assembly in 2024

On 4 October, the Bureau appointed as a representative at the Council of Europe Committee for Works of Art (C-ART), Ms Luz Martinez Seijo (Spain, SOC), instead of Mr David Morris (United Kingdom, EC/DA).

On 28 November, the Bureau appointed Ms Ingjerd Schie Schou (Norway, EPP/CD) as a representative of the Assembly to the European Commission for Democracy through Law (Venice Commission).

2.15 Václav Havel Human Rights Prize

On 28 November, the Bureau took note of the memorandum prepared by the Secretary General of the Assembly on the composition of the Selection Panel and of the calendar of the 2025 edition; it decided to:

  • exceptionally extend the mandate of one of the members appointed by the Bureau and of one of the members appointed by the Czech partners for one year each and to subsequently extend the current mandate of Ms Anne Brasseur for one year, bringing the end of her mandate to 31 May 2026;
  • invite Bureau members to propose candidatures for the vacant seat in the Selection Panel for the subsequent appointment of a member of the Panel by the Bureau. The names and CVs of candidates together with justification of fulfilment of required condition (“recognised moral standing in the field of human rights”) should be submitted to the Secretary General of the Assembly no later than 15 January 2025, in view of the Bureau taking a decision on the appointment during the 2025 January part-session.

2.16 Human Rights in Motion Prize

On 28 November, the Bureau took note of the information contained in the memorandum prepared by the Secretariat, under the instructions of the President of the Assembly, and decided to:

  • establish the Human Rights in Motion Prize, to be awarded quarterly, in cooperation with four international documentary film festivals, to the director of the best documentary film promoting the “human rights or the fight for democratic values”;
  • launch a call for artists or artistic organisations to create, pro bono, a plaque to accompany the award ceremony.

It also took note that the Prize will be officially launched during the meeting of the Standing Committee on 29 November 2024.

2.17 Vigdís Prize for Women's Empowerment

On 28 November, the Bureau took note of the letter by the chairperson of the Committee on Equality and Non-Discrimination and approved the modification of the regulations of the Prize concerning the deadline for reception of candidatures (Appendix 8); it also took note of the calendar of the 2025 edition and of the launch of the 2025 edition of the Prize on 29 November 2024.

2.18 Request for special guest status by the Assembly of Kosovo*

On 28 November, the Bureau took note of the letter by the President of the Assembly of Kosovo* and, in accordance with Rule 62.3 of the Assembly’s Rules of Procedure, transmitted the request to the Committee on Political Affairs and Democracy for consultation.

2.19 Election of the Secretary General of the Parliamentary Assembly

On 13 December, the Bureau took note of the memorandum prepared by the Secretariat of the Assembly and:

  • decided that the forthcoming election should follow the pre-Covid-19 pandemic timetable, with an election during the 2025 October part-session;
  • therefore decided to exceptionally shorten the mandate of the forthcoming Secretary General of the Parliamentary Assembly by one month, subject to agreement with the Committee of Ministers to be reached within the Joint Committee;
  • approved the timetable for the election of the Secretary General of the Parliamentary Assembly (Appendix 9);
  • asked the President of the Parliamentary Assembly to transmit to the Committee of Ministers the timetable regarding the procedure in the Assembly and the decision of the Bureau regarding the duration of the mandate of the forthcoming Secretary General of the Parliamentary Assembly.

2.20 European Conference of Presidents of Parliament (Strasbourg, 20-21 March 2025)

On 28 November, the Bureau took note of the information provided by the Secretary General of the Assembly.

2.21 Meetings elsewhere than Strasbourg and Paris

On 4 October, the Bureau authorised the Sub-Committee on External relations (of the Committee on Political Affairs and Democracy) to meet on 11-13 November 2024 in New York, United States.

On 13 December, the Bureau authorised:

  • the ad hoc Sub-Committee to participate in the Commission on the Status of Women (CSW 69) of the Committee on Equality and Non-Discrimination to meet in New York, United States, in March 2025 (dates tbc);
  • the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) to meet in Riga on 15-16 May 2025;
  • the Committee on Culture, Science, Education and Media to meet in Oslo or Trondheim, Norway, on 3 and 4 June 2025.

2.22 Meetings of the Standing Committee and the Bureau in 2025

On 28 November, the Bureau approved the revised proposals contained in the document (Appendix 10).

2.23 Expenditure of the Parliamentary Assembly for the 2025 financial year

On 13 December, the Bureau took note of the memorandum prepared by the Secretary General of the Assembly.

2.24 Apportionment of the allocation to political groups for 2025

On 13 December, the Bureau approved the proposals contained in the document.

2.25 Parliamentary co-operation and electoral activities – work plan 2025

On 13 December, the Bureau took note of the work plan for 2025.

2.26 Follow-up to a Bureau decision – summaries of the Assembly’s adopted texts through the use of AI

On 13 December, the Bureau took note of the information provided.

2.27 Honorary President

On 13 December, the Bureau decided to grant the title of Honorary President to Mr Rik Daems, President of the Parliamentary Assembly from 2020 to 2022.

3 Activities of the Standing Committee (Luxembourg, 29 November)

The Standing Committee:

  • heard a welcome address by Mr Claude Wiseler, President of the Luxembourg Chamber of Deputies;
  • held an exchange of views with Ms Yuriko Backes, Minister of Defence, for Mobility and Public Works, and for Gender Equality and Diversity, in the framework of the Luxembourg Presidency of the Committee of Ministers of the Council of Europe;
  • ratified the credentials of new members of the Assembly submitted by the delegations of Finland, France, the Netherlands, Poland, Romania and United Kingdom;
  • approved the changes in the composition of Assembly committees;
  • took note of the preliminary draft agenda of the first part-session of the Assembly (27-31 January 2025);
  • ratified the references proposed by the Bureau (see Appendix);
  • held current affairs debates on “Intensification of repressions in Azerbaijan: the situation of political prisoners, threats to democratic freedoms and parliamentary rights” and on “Foreign interference: a threat to democracy”;
  • adopted a declaration on “Georgia must remain faithful to its European values”;
  • took note of the reports of the Ad hoc Committee of the Bureau on the observation of:
    • the presidential election (20 October and 3 November 2024) and constitutional referendum (20 October 2024) in the Republic of Moldova;
    • the early parliamentary elections in Bulgaria (9 June and 27 October 2024);
  • unanimously adopted the following texts on behalf of the Assembly:

Appendix 8 – Regulations for the Vigdís Prize for Women’s Empowerment

Article 1 – The Prize

The Vigdís Prize for Women’s Empowerment will be awarded by the Parliamentary Assembly of the Council of Europe every year in order to reward outstanding initiatives promoting the empowerment of women in all their diversity, with a broad remit ranging from achievements in gender equality, in equal access to participation and decision making, to championing women’s opportunities and helping them to take their place in society, as well as action to encourage inclusive policies and practice.

Article 2 – Award

The Prize will consist of a sum of 60 000 euros to finance action in the field that is conducted or supported by the Prize-winner and a diploma.

Article 3 – Eligibility

Individuals or civil society groups, including national or international non-governmental organisations, associations and private companies may be nominated for the Prize. Current members of the Parliamentary Assembly and deceased individuals will not be eligible.

Article 4 – Nominations

4.1. Nominations for the Prize must reach the Secretary General of the Parliamentary Assembly in March, at a date to be seteach year. They will be signed by at least five sponsors, other than the nominee, on the special form appended to these Regulations.

4.2. Nominations will provide details of the nominee’s action to promote women’s empowerment and specify the reasons why the nominee’s action can be considered to be outstanding. All relevant supporting documents will be provided.

4.3. Nominations may be submitted in one of the two official languages of the Council of Europe.

Article 5 – Selection Panel

5.1. The Selection Panel, chaired by the President of the Assembly or a person designated by her or him, will be composed of six independent members with recognised standing in the field of women’s empowerment.

5.2. Three members of the Selection Panel will be nominated by the Bureau of the Assembly upon the proposal of the Assembly’s Committee on Equality and Non-Discrimination and three nominated by the Government of Iceland.

5.3. Current members of the Assembly cannot be members of the Selection Panel. They are appointed for a two-year period, renewable twice.

Article 6 – Decision on the Prize-winner

6.1. The Selection Panel will decide on any conflict of interest concerning its members.

6.2. Once eligibility of the applications has been verified, a meeting of the Selection Panel will be held in spring in Reykjavík or in Strasbourg, on a rotation basis, to examine the candidacies and decide on a shortlist of three nominees to be submitted, for information, to the Bureau of the Assembly. The names of these nominees will subsequently be made public by the President of the Assembly.

6.3. In a second sitting on the Sunday preceding the Assembly’s June part-session, the Selection Panel will meet in Strasbourg to decide on the winner of the Prize. This decision will be taken by an absolute majority of the votes cast.

Article 7 – Award ceremony

7.1. The name of the Prize-winner will be announced by the President of the Assembly during a special ceremony to be held at the opening of the Assembly’s June part-session.
