Protecting cultural heritage from risk of damage

As recalled in Recommendation CM/Rec(2017)1 of the Committee of Ministers to member States on the European Cultural Heritage Strategy for the 21 st century, the Council of Europe has played a pioneering role in the protection of cultural heritage and in the development of legal frameworks in this field: European Cultural Convention (ETS No. 18, 1954), Convention for the Protection of the Architectural Heritage of Europe (ETS No. 121, 1985), European Convention on the Protection of the Archaeological Heritage (ETS No. 143, 1992), Council of Europe Framework Convention on the Value of Cultural Heritage for Society (CETS No. 199, Faro, 2005).

All these instruments emphasise the need to protect and conserve the cultural heritage and preserve its integrity.

Given the fragility of this heritage, mainly the oldest, member States must prevent the risk of damage and negligence, including in the face of external factors, such as resource extraction like the mural paintings of the Sixena monastery in Spain.

To ask the Committee of Ministers:

What measures will the Committee of Ministers take to ensure the implementation of the Council of Europe's legal framework and Conventions, monitor practices that may cause irreparable damage to cultural heritage, and promote conflict resolution?
