A delegation of the PACE Parliamentary Network on the situation of the children of Ukraine, led by Olena Khomenko (Ukraine, ECPA), the network's Chairperson, will carry out a study visit to Maramureș County, Romania, from 12 to 14 August 2026. The central programme will take place on 13 August in Moisei, alongside the concluding evaluation of the international camp “Maramureș for Peace – A Week of Hope” for Ukrainian children affected by the war.
The visit is organised at the invitation and on the initiative of Cristian-Augustin Niculescu-Ţâgârlaş (Romania, EPP/CD), a member of the PACE Network. Mr Niculescu-Ţâgârlaş, who represents Maramureș in the Romanian Senate, initiated the camp to provide Ukrainian children with a safe and supportive environment offering psychological assistance, creative activities, recreation and opportunities for recovery. In addition, the Ukrainian Coordination Center for Family Upbringing and Child Care Development acts as the main coordinating body for this initiative on the Ukrainian side.
During the visit, parliamentarians will meet the children and the specialists who have accompanied them throughout the camp. The programme will include the screening of the camp’s official film, discussions with psychologists on the children’s emotional development, interactive workshops in painting, music, art therapy and photography, as well as the symbolic planting of a “Tree of Peace”.
A central feature of the visit will be direct dialogue between the children and parliamentarians. Based on their exchanges and the experience of the camp, the parliamentary delegation will formulate and adopt the “Maramureș Recommendations”. These recommendations will be submitted to the PACE Parliamentary Network with a view to encouraging the replication of similar initiatives in other Council of Europe member states.
The study visit demonstrates the Network’s commitment to translating parliamentary co-operation into practical action for children affected by Russia’s war of aggression against Ukraine.
By bringing together children, psychologists, parliamentarians and local partners, the visit will also help identify effective approaches to rehabilitation and develop concrete proposals that can inform future parliamentary action at both national and European levels.
The PACE Parliamentary Network on the stuation of the children of Ukraine brings together parliamentarians from across Europe to strengthen co-operation and promote concrete measures for the protection, recovery and long-term well-being of Ukrainian children affected by the war.
