Second Parliamentary and Scientific Conference The Assembly, Recalling its Resolution 196 (1961) (on the creation in national Parliaments of some permanent means of liaison between Members of Parliament and scientists), its Order No. 208 of 22nd September 1962 (on the organisation of a 2nd Parliamentary and Scientific Conference), and its Resolution 258 (1963) (on the preparation of that Conference); Noting with satisfaction the report of the Cultural and Scientific Committee (Doc. 1778) on the 2nd Parliamentary and Scientific Conference, which took place at Vienna between 23rd and 27th May 1364 under the High Patronage of the Federal President of the Austrian Republic ; Gratified by the success of the said Conference Having regard to the conclusions adopted by that Conference, Instructs its Cultural and Scientific Committee : (i) to examine the results of the said Conference ; (ii) to ensure, in collaboration with the Permanent Working Party on Parliamentary and Public Relations, the distribution of the final report of the Conference to all members of the Consultative Assembly and all interested members of the national Parliaments of the member States of the Council of Europe and the European Parliament ; (iii) to ensure as wide a circulation as possible of the conclusions of the Conference ; (iv) to submit, at the next part-Session of the Assembly, recommendations as to the role of the Assembly and national Parliaments in the formulation and implementation of science policy at the national and international level. |

Problems regarding the competitiveness of nuclear power reactors The Assembly requests its President to transmit to the President of the Commission of Euratom the Recommendation on problems regarding the competitiveness of nuclear power reactors, together with the accompanying report, and asks him to bring to the attention of the President of the Commission the Assembly's hope that the Commission of Euratom will support the initiative for the drawing up of common criteria referred to in the Recommendation. The Assembly also requests its President to transmit for information the Recommendation and the accompanying report to the President of the Energy Committee of the European Parliament |

Participation of the Assembly in the work of the CCC The Assembly, Having noted the conclusions of the ad hoc Committee set up to examine the work of the Council for Cultural Co-operation and its organs, which met at Strasbourg from25th to 28th May 1964 (Doc. 1806); Observing with satisfaction that the ad hoc Committee has endorsed the Recommendation of the Cultural and Scientific Committee of the Assembly chat ways and means be considered of establishing closer relations at the planning stage between the CCC and the Consultative Assembly's Cultural and Scientific Committee; Considering the ad hoc Committee's proposal to associate the Chairman of the Cultural and Scientific Committee with the work of the Programme and Budget Committee to be a step chat would considerably improve co-operation between the CCC and the Consultative Assembly; Endorsing the Recommendations of the ad hoc Committee, and at the same time re-affirming its determination to contribute by all means at its disposal to the promotion of European cultural co-operation, Resolves as follows : (i) Representation of the Assembly in the CCC The Consultative Assembly will continue to be represented in the Council for Cultural Co-operation by its Cultural and Scientific Committee, the Chairman and two Vice-Chairmen of which are ex officio members of the CCC. - It is for the Cultural and Scientific Committee to provide liaison between the Consultative Assembly and the CCC and, in collaboration with other interested committees, sub-committees or individual representatives, to exploit any possibilities for parliamentary action chat will facilitate the development of activities undertaken by the CCC. - The Cultural and Scientific Committee may appoint substitutes for its official representatives to the CCC, chosen either among its own members or, on their recommendation, among the members of the other interested committees or sub-committees. (ii) Cultural debate - As in the past, the Assembly will hold once in every Session a general debate on cultural co-operation, in which will be discussed all reports submitted to the Assembly dealing with European cultural co-operation in general and the CCC's programme in particular. - The Chairman of the CCC, as formerly, will be invited to present to the Assembly the annual report of the CCC and the Cultural Fund. - The Chairman of the Conference of Ministers of Education will, as before, be invited to speak during this debate. - The Director-General of UNESCO will also be invited to speak during the debate. (iii) Secretariat of the Cultural and Scientific Committee To ensure the closest possible collaboration between the Committee and the CCC, the Secretary-General is recommended to ensure chat the Secretariat of the Cultural and Scientific Committee is afforded the necessary facilities for fulfilling its duties of co-ordination, liaison and planning. The Secretariat of the Committee should be associated with the work of the Directorate of Education and Cultural and Scientific Affairs, so chat even at the planning stage it can compare the programme of the CCC with the intentions of the Assembly. |

Reply prepared by the Cultural and Scientific Committee to the Memorandum 1964 by UNESCO The Assembly, Having noted with interest the Memorandum presented by UNESCO on those of its activities likely to interest the members of the Assembly (Doc. 1805); Gratified by the increasingly close collaboration between UNESCO and the Council of Europe. Takes note of the reply prepared by its Cultural and Scientific Committee, which appears as an appendix to the report on the development of European co-operation in the cultural and scientific fields (Doc. 1820); Instructs its President to communicate that reply to the Director-General of UNESCO. |
