The Assembly,

1. Having taken note of the texts adopted by the European Conference of Local Authorities at its 8th Session (Doc. 2860), and the report thereon presented by its Committee on Regional Planning and Local Authorities (Doc. 2899) ;
2. Having noted with much satisfaction the interest shown by governments in the 8th Session of the European Conference of Local Authorities, as evidenced by their messages of encouragement to the Conference and the participation therein of several Ministers,
3. Expresses the hope that effective co-ordination and loyal co-operation may be established between the various organs of the Council of Europe responsible for dealing with local authorities, regional planning and the environment ;
4. Considering Resolution 67 of the Conference on the problems of regionalisation in Europe,
5. Supports the principles laid down by the European Conference of Local Authorities in this resolution and congratulates the Conference on having produced a first definition of the concept of the region as applied to Europe ;
6. Invites the European Conference of Local Authorities to continue its efforts in that field and to endeavour to render the concept of the region increasingly specific, especially in connection with regional planning, while at the same time, recognising the probability that the various European regions will continue to show a certain degree of diversity ;
7. Encourages the Conference to tackle the examination of such specific technical subjects affecting local and regional authorities as modern methods of planning and administration, and the use of computers, as being fields where the exchange of information and sharing of experience might be of the utmost value ;
8. Congratulates the European Conference of Local Authorities on its determination to become "the appropriate body to act in a consultative and representative capacity within the Communities and the Council of Europe on behalf of the regions and municipalities of Europe" ;
9. Noting that, considered from this point of view, representation on the national delegations would still appear to lack balance,
10. Invites the Conference to consider the measures that could be taken to make it more representative from the geographical point of view as well as more democratic, by arranging for the members of the national delegations to be appointed either by the elected local representatives or by the most representative organisation of local authorities of each region or group of regions.
