Protection of Europe's architectural heritage

The Assembly,
1. Being of the opinion that the preservation and rehabilitation of Europe's architectural heritage should occupy an important place in the Work Programme of the Council of Europe ;
2. Noting with satisfaction the setting up of the Intergovernmental Committee on Monuments and Sites by the Committee of Ministers and the Ministers' decision to declare 1975 as "European Architectural Heritage Year'' ;
3. Considering that it is desirable that the Assembly should regularly review the general situation with regard to the conservation of Europe's architectural heritage every two years, and present its conclusions and recommendations to the Committee of Ministers ;
4. Considering that, in order to carry out this review effectively, the Assembly and its Committee on Culture and Education must be provided with a comprehensive report containing all relevant information on this subject ;
5. Considering that this report should be compiled by an independent unofficial body and that the organisation best qualified to undertake this task would be Europa Nostra,
6. Resolves :
a to give its full support to the campaign of information and education culminating in the European Architectural Heritage Year of 1975, initiated by the Committee of Ministers ;
b to invite Europa Nostra to prepare every two years a comprehensive report on the conservation of Europe's architectural heritage for the information of the Council of Europe and of all national and local authorities concerned with this question ;
c to instruct its Committee on Culture and Education to review the situation in the light of this report and present its conclusions and draft recommendations to the Assembly ; and
d to hold a debate on this subject every two years.
