In the draft resolution, paragraph 2, in the French version, replace the words "droits de l'homme" with the following words: "droits humains". (no English version)
Explanatory note
The word “homme” even with a capital letter, is not a neutral term. It excludes women. The French Minister for Europe and Foreign Affairs, Jean-Yves Le Drian, has supported use of the expression “droits humains”. It is suggested that this new term should henceforth be used in the French texts of the Parliamentary Assembly instead of the now outdated expression “droits de l’homme”.

In the draft resolution, paragraph 7.2, delete the words: "should an investigation at national level not be pursued".
Explanatory note
This independent investigation should take place in parallel with the investigation at national level, and not depend on whether or not the latter takes place. It would secure or supplement the findings of the investigation conducted by the Russian Federation, which would be a strong signal of respect for human rights from that State.

"facilitate the processing of complaints lodged against such politicians and political leaders, particularly by lifting any immunity connected with their office;"
Explanatory note
Electoral mandates require behaviour beyond reproach. Any elected representative who might hold discriminatory or homophobic views must be held to account for these views, and organisations defending human rights must be able to take them to court, with the assistance of the relevant State institutions.
