The Parliamentary Assembly of the Council of Europe acknowledges the potential benefits and risks associated with artificial intelligence (AI) and stresses the need for legal regulations to manage these effectively. Emphasising the importance of ethical principles such as transparency, justice, responsibility, safety, and privacy, the Assembly supports the creation of the draft framework convention on AI, human rights, democracy, and the rule of law, developed by the Council of Europe Committee on Artificial Intelligence. The Assembly calls for comprehensive and binding regulations that include both state and private actors, to ensure AI technologies do not undermine democratic institutions, human rights or the rule of law. Proposed amendments aim to strengthen the convention, covering various aspects such as environmental preservation, protection of whistle-blowers, and parliamentary oversight. The Assembly is committed to raising awareness and promoting ratification of the convention, continuing its work on AI-related issues, and participating in ongoing reviews and standard-setting activities.
