The Group of States against Corruption (GRECO) focused, in its 4th round of evaluation, on members of parliament, judges and prosecutors. The recommendations and conclusions from that round were hugely helpful in improving ethical standards across the parliaments of Council of Europe member States, as well as other States that are members of GRECO. Now that GRECO moves onto its 5th and 6th rounds, there remains more follow-up to be done on the 4th round recommendations and conclusions in relation to parliamentarians.
In order to continue to champion the good work done by GRECO in this field and to ensure it has sufficient parliamentary follow-up, the Parliamentary Assembly should analyse the extent to which the GRECO 4th round recommendations have been followed up and implemented in relation to parliamentarians (as opposed to those relating to prosecutors and judges). It should then make recommendations for the Assembly and for national parliaments – both generally and for specific national parliaments – to ensure continued focus is given to this important theme and to raise parliamentary standards in combating corruption so as to protect and to improve public trust in our democratic institutions.
