The Parliamentary Assembly has expressed strong support for the draft additional protocol to enhance the Council of Europe Convention on Laundering, Search, Seizure, and Confiscation of criminal proceeds, acknowledging the significant advancements it will bring in combating organised crime, money laundering, and terrorism financing. Despite prior challenges with asset recovery, and the lack of ratification by several member States and the European Union, the additional protocol introduces tools for effective cross-border asset tracing and victim compensation, while ensuring alignment with human rights standards. The Assembly advocates for swift adoption and signature of the protocol, proposes refinements to its procedural guidelines, and encourages improved collaboration with the Committee of Ministers in drafting such instruments. Moreover, the protocol is seen as a crucial tool in addressing crimes linked to the Russian Federation's aggression against Ukraine.
