Consultative Assembly of the Council of Europe,
recognising that multilateral trade can only be established gradually in the world,
urges that an area be established in Europe in which currencies other than the dollar are freely exchangeable and
recommends a revision of the European payments scheme to that end;
it further recommends that within such a scheme a common policy be adopted for balancing the dollar payments of the countries concerned.
