That this Assembly,
taking into account the present need of the European nations to stockpile and pre-empt raw materials for the purpose of defence and construction;
and taking into account the price inflation which competitive bidding for these materials must cause ;
invites the Committee of Ministers to set up a European Joint Purchasing Board which will have as its object to make such purchases as are considered necessary in the collective interest.
