The Assembly,
1. Recalling its Orders Nos. 310 (1971) and 323 (1972) instructing its Committee on Science and Technology i. to promote European collaboration in specific scientific fields, ii. to strengthen liaison between parliamentarians and scientists, and iii. to establish a Joint Committee for Scientific Cooperation which brings together parliamentarians of the Committee on Science and Technology and scientists from the various working parties and study groups set up by this committee within the framework of its exercise in scientific co-operation ;
2. Taking note of the report (
Doc. 3840) of the Committee on Science and Technology presenting an assessment of the situation and prospects of the committee's exercise in scientific co-operation in specific fields ;
3. Noting that this assessment of the activities undertaken by the working parties and study groups over the last five years shows the interest which the exercise presents for parliamentarians and for the scientific community in Europe ;
4. Judging that the exercise in scientific co-operation contributes to the efforts made by the Council of Europe to foster economic and social progress in accordance with Article 1 of its Statute ;
5. Bearing in mind that the exercise in scientific co-operation helps to facilitate scientific meetings and exchanges between Western and Eastern Europe in the spirit of the Final Act of the Conference in Helsinki ;
6. Welcoming the working relations which have been developed within the framework of the exercise with other organisations active at European level in science and technology ;
7. Considering that the four Parliamentary and Scientific Conferences have recommended that the Council of Europe should help in setting up associations of parliamentarians and scientists at national level ;
8. Instructs its Committee on Science and Technology :
a to continue the exercise in scientific co-operation according to the methods spelt out in its Orders Nos. 310 (1971) and 323 (1972), to strengthen parliamentary and scientific liaison at national and European levels, and to foster the development of concerted scientific and technological efforts in Europe in specific fields ;
b to promote the setting-up of associations of parliamentarians and scientists in the member countries of the Council of Europe, and the furtherance of close relations between them ;
c to intensify its working relations with other organisations active at European level in science and technology, and in particular with the European Science Foundation ;
9. Invites other committees concerned of the Parliamentary Assembly to be represented on the European Joint Committee for Scientific Co-operation, in order that the activities of the working parties and study groups of the Committee on Science and Technology may more effectively help in evaluating the scientific and technological problems relating to the questions examined by these committees ;
10. Considers that, in the light of the results obtained, the exercise in scientific co-operation set up by the Committee on Science and Technology must be provided with the means indispensable for its proper functioning.
