The Assembly,
1. Having received a request for an opinion from the Committee of Ministers, in accordance with Statutory Resolution (51) 30 A, adopted by the Committee of Ministers on 3rd May 1951, concerning the accession of Malta to the Council of Europe,
2. Declares itself in favour of the Committee of Ministers inviting Malta to become a Member of the Council of Europe, since Malta :
a is a European State ; and
b is to be deemed to be able and willing :
a to fulfil the provisions of Article 3 of the Statute which stipulates that "every Member of the Council of Europe must accept the principles of the rule of law and of the enjoyment by all persons within its jurisdiction of human rights and fundamental freedoms" ; and
b to collaborate sincerely and effectively in the realisation of the aim of the Council as specified in Chapter I of the Statute of the Council of Europe,
3. thereby fulfilling the material conditions for accession to the Council of Europe as laid down in the Statute ;
4. Expresses the wish that after its accession Malta sign and ratify the European Convention on Human Rights as soon as possible ;
5. Proposes that the number of seats to which Malta shall be entitled in the Consultative Assembly be three.
