1. The Assembly,
2. Considering that, by the Treaty of Rome establishing the European Economic Community, the Governments of the six signatory countries stated that they are "determined to establish the foundations of an ever-closer union among the European peoples";
3. Considering that, in the Declaration of Bonn of 18th July 1961, the six Governments decided "to put into practice their will for political union already implicit in the treaties creating the European Communities";
4. Considering that the Governments of Denmark, Greece, Ireland, Norway and the United Kingdom have also indicated their interest in joining in efforts to bring about the political union of Europe;
5. Considering that, under Article 23 of the Statute of the Council of Europe, the Assembly may make Recommendations upon any matter referred to it by the Committee of Ministers with a request for its opinion;
6. Considering that it might be possible to envisage, within the Committee of Ministers of the Council of Europe, the implementation of a plan on the lines of the Fouchet/Cattani Plan which would aim at achieving, among the Members of the Council of Europe, the beginnings of a European political union, it being understood that any country such as a neutral country should be able to define and limit its position towards this union after consultation with those who participate fully,
7. Requests that the Committee of Ministers should se t out the views of their several Governments as to the main lines on which they believe a form of European political unity can most appropriately be achieved and refer this document to the Assembly for an opinion.
