a To avoid repetitious debates, the more technical work of the Assembly will henceforth be planned ahead, in broad outline, for the forthcoming year; time being earmarked in advance for major debates in the various fields covered by the Statute, thereby giving ample time for the Committees concerned to prepare for these debates;
b The President of the Assembly will invite Ministers of Education, Ministers for Social Affairs, and such other Ministers as may be felt appropriate, to attend these debates;
c The major political issues of European integration and co-operation will be the backbone of the Assembly's Sessions, leading to the adoption of policies to be pressed vigorously in the national Parliaments;
d Members of the Consultative Assembly in their national Parliaments will organise themselves into more effective groups than in the past;
e All documents of the Assembly will be officially sent to Governments and their reactions and comments invited in all appropriate cases;
f Full advantage will be taken by members of the Assembly of the possibility (recognised by the Committee of Ministers) of asking the opinion of their respective Governments on each of the Recommendations passed by the Assembly.
