Changing the status of the Working Party on relations with national Parliaments

The Assembly,
Whereas in Resolution 104 of 25th October 1956, it was decided to set up a permanent Working Party to ensure close links between the Consultative Assembly and national Parliaments;
Conscious of the important task fulfilled by the Working Party since its creation, not only as a link between the Council of Europe and national Parliaments, but also as a stimulus to European activities with the Parliaments;
Noting that the activities of the Working Party have so developed that they are now comparable in kind to those of a general committee of the Assembly;
Desirous of granting the Working Party all the advantages and privileges enjoyed by a permanent Committee of the Assembly, including the right to be represented on the Standing Committee,
Resolves :
1 The name of the Working Party shall henceforth be "Permanent Working Party on relations with national Parliaments";
2 The Chairman of the Working Party, like the Chairmen of the general committees, shall be an ex officio member of the Standing Committee; to that end the first sentence of paragraph 2 of Rule 39 of the Rules of Procedure of the Assembly shall be amended to read : "The Standing Committee shall consist of the President, the seven Vice-Presidents, the Chairmen of the general committees, the Chairman of the Permanent Working Party on relations with national Parliaments, who shall be members ex officio, and of a number of members to be decided by the Assembly".
