1 Thanks the Council of the OECD for the transmission of the 5th report on the activities of the European Nuclear Energy Agency (ENEA) ;
2 Much appreciates the comprehensive nature of the 5th report, and in particular expresses its gratitude for the very full information given on the matters referred to in the Assembly's Resolution in reply to the 4th report ;
3 Notes with satisfaction that progress in the field of the joint undertakings has continued, that the construction of the Dragon Reactor and the Eurochemic plant has now reached an advanced stage, and particularly welcomes the fact that the hope it expressed last year - that agreement would be reached on the prolongation of the Halden and Dragon Projects - has been realised ;
4 Welcomes the adoption by the Council of OECD in December 1962 of revised radiation protection norms (fixing inter alia the maximum permissible concentrations of radio-active elements in drinking water, air inhaled, etc.) which took account of the latest developments in scientific knowledge as well as of work done in the same fields by other organisations such as Euratom and the UN International Atomic Energy Agency, and notes with pleasure the progress being made towards the application of these principles in a practical field - namely that of the use of radio-isotopes in the luminous paint used on watch dials ;
5 Having regard to the great significance of levels of environmental radio-activity from the public health point of view, attaches much importance to the harmonisation of the methods of sampling and measuring such levels in Europe, and accordingly requests ENEA to keep it informed in detail of progress made in this field ;
6 Welcomes the agreement reached on a joint research programme on food irradiation and looks forward to the setting up of an international project at an early date ;
7 Appreciates the initiative taken by ENEA in the negotiations leading to the signature of the Supplementary Convention to the OECD Convention on Third Party Liability in the Field of Nuclear Energy, and in the adoption of a world-wide Convention on Civil Liability for Nuclear Damage ;
8 Notes with interest the information given on national nuclear power programmes, and believes that the time has now arrived when it would be of great value if ENEA and the Energy Committee of OECD and its competent Special Committees were to co-operate in evolving the major financial criteria for assessing the competitivity of nuclear power-stations, both inter se and with conventional power-stations, which would enable such comparisons to be made on a common, or at any rate a harmonised basis throughout OECD European member countries. It hopes that OECD will, in co-operation with the other national and international nuclear bodies, make substantial progress in this field.
