PACE committee urges key reforms to strengthen democratic institutions in Bosnia and Herzegovina

The Monitoring Committee today underlined its concern over “recent developments in Bosnia and Herzegovina, marked by attacks against the State, the rule of law and the institutions established following the General Framework Agreement of Peace”, while noting “cause for hope” after decisions reversing some of these trends.

Adopting the draft resolution based on the report by Zsolt Németh (Hungary, ECPA) and Pablo Hispán (Spain, EPP/CD), the committee noted with satisfaction the annulment of entity-level laws previously declared “unconstitutional”.

The committee calls on political parties to « adopt a package of reforms that would improve the functionality of the state institutions » and urges them to agree on constitutional and electoral changes to bring the framework “into line with requirements of the European Convention on Human Rights”.

Ahead of the 2026 general elections, the Assembly encourages continued co-operation with the Venice Commission, resolving to follow developments under its monitoring procedure.
