2. Instructs its Legal Committee to continue its studies, to make further proposals on the questions concerned, and to submit its final conclusions in due course.

Legal work of the Council of Europe (Doc. 2329)

The Assembly,

1. Having taken note of the report on the legal work of the Council of Europe (Doc. 2329);

2. Convinced that European unity depends upon and cannot exist without harmony of legal methods and concepts;

3. Welcoming consideration of the idea of a permanent European Law Commission,

4. Instructs its Legal Committee to continue its study of the questions raised in the Committee's report and to submit its final conclusions in due course.

Bureau of the Assembly, Political Committee and Legal Committee

Situation in Greece (Doc. 2322)

The Assembly,

1. Referring to its Resolutions 346 of 23rd June 1967, 351 of 26th September 1967 and 361 of 16th January 1968 on the situation in Greece;

2. Resolved to continue a methodical study of the development of the situation in Greece, in accordance with the procedure set out in paragraph 8 of its Resolution 361;

3. Considering that the situation involves political, constitutional and legal considerations quite apart from the human rights aspect,

4. Instructs :

(a) its Bureau to appoint a fresh Rapporteur without delay to keep under constant review the development of the situation in Greece in accordance with the procedure referred to above and to make such reports at such intervals as may be necessary to keep the Assembly fully informed of this development;

(b) its Political Committee to examine the political parts, and its Legal Committee to examine the legal parts of these reports which will be submitted to them by the said Rapporteur and to make such recommendations upon them as may in the light of developments in the situation and the terms of Resolution 361 seem to be necessary.

Legal Committee

Co-ordination of research concerning the legal systems of the countries of Central and Eastern Europe (Doc. 2312)

The Assembly,

1. Congratulating itself on the success of the Symposium which was held under its auspices in Strasbourg on 2nd and 3rd October 1967;

2. Reaffirming its support for the research in Council of Europe member States concerning the legal systems of the countries of Central and Eastern Europe,

3. Instructs its Legal Committee to follow these research activities, to render its assistance to a new Symposium which might be convened in two or three years time, and to report to the Assembly on the question in due course.

Function and future of the Council of Europe (Doc. 2273)

The Assembly,

Having adopted Recommendation 516 (1968) and taken note of the Opinions of the Committees on the Intergovernmental Work Programme of the Council of Europe for 1967-1968 (Doc. 2273, Parts I and II),

Instructs the Secretary General to publish this report as a booklet and to distribute it to the Committees of Experts and other bodies competent to carry out the Work Programme.

Notification of the names of Representatives and Substitutes (Doc. 2323)

The Assembly,

1. Having regard to Article 25 of the Council of Europe Statute which provides that the Consultative Assembly shall consist of Representatives of each Member, elected by its Parliamentary or appointed in such manner as that Parliament shall decide, subject, however, to the right of each member Government to make any additional appointments necessary when the Parliament is not in session and has not laid down the procedure to be followed in that case;

2. Having regard to Article 28 (c) (iv) of the Statute, and to Rule 6 of the Assembly's Rules of Procedure which stipulate that the credentials of the Representatives and Substitutes shall be sent by the Members on a form which shall be forwarded to them by the Secretary General of the Council of Europe,

3. Instructs :

(a) the Secretary General to make provision on the aforesaid from for particulars concerning :

(i) the parliamentary or governmental authority which appointed the Representatives and Substitutes;

(ii) the date of those appointments;

(iii) the text or instrument laying down the appointment procedure in the member State;

(b) the Permanent Working Party on Parliamentary and Public Relations :

(i) to prepare a study on current procedure in Council of Europe member States with regard to the appointment of Representatives and Substitutes to the Consultative Assembly;

(ii) to determine whether it is possible to harmonise election procedure in national Parliaments and what steps should be take to that end;

(c) the Committee on Rules of Procedure to continue the examination of improvements to be made to the method of notifying the names of Representatives and Substitutes.

Committee on Population and Refugees

Situation of the refugees in the Middle East (Doc. 2337)

The Assembly,

1. In view of its Recommendation 520 (1968),

2. Instructs its Committee on Population and Refugees to follow the development of the situation of refugees in the Middle East and, whenever appropriate, to submit to it any proposals which could usefully contribute towards improving the lot of these refugees.
