The Parliamentary Assembly of the Council of Europe has recognized the efforts of its Monitoring Committee in overseeing member states' compliance with their obligations throughout 2023. The Assembly commended progress in countries under full monitoring, such as Albania, Armenia, and Ukraine, while expressing concerns over ongoing issues in Azerbaijan, Hungary, and Türkiye, among others. It urged these nations to enhance their commitment to democratic principles, judicial independence, and human rights. Additionally, the Assembly noted positive developments in Bulgaria, Montenegro, and North Macedonia, which are engaged in post-monitoring dialogue, and highlighted the need for reforms in France, the Netherlands, and San Marino, which underwent periodic reviews. The Assembly emphasized its readiness to assist member states in fulfilling their commitments and called for continued cooperation with the Venice Commission to strengthen democratic governance across Europe.
