The difficult times we are living through call us to make bold choices.

The events of recent years have shown us how deep the interdependencies run and how important it is to act together to meet the challenges we face. The great transitions we are experiencing are reshaping global scenarios, at the moment for the most part governed by a variety of almost exclusively national interests.

In order for Europe to be a protagonist in the new global order and to be among those who, by virtue of the political project on which it is founded, have the power to dictate the agenda, changes and forward-looking choices are necessary. In this scenario it is essential to strengthen the strategic partnership between the Council of Europe and the European Union on the basis of shared values and commitment to the promotion of peace, security and stability on the European continent, and also in the world.

I would like to emphasise three aspects that I consider particularly important: co‑operation in the drafting of the annual report on the rule of law would help to overcome a system currently too unbalanced on the punitive aspect in favor of the mechanism of accompaniment and monitoring for each individual country, supporting each state with the tools of the Council of Europe to make progress and avoiding having as the only instrument the sanctioning system and avoiding the exclusion from the right to vote.

Secondly, the support to multipolarity, a strengthened partnership between the Council of Europe and the European Union on this aspect can help us to be a point of reference in the world for the construction of societies based on the social model based on the rule of law.

Finally, the important and positive roles that the Council of Europe could play in a structural dialogue and consultation with the European Union in the enlargement processes.

All the countries that have applied to join the European Union are part of the Council of Europe and share its values, principles and statute. An involvement of the Assembly in inter‑parliamentary activities, I think in particular with the countries of the Western Balkans, it could be particularly useful to unblock a path to membership that has now exceeded any acceptable waiting time.

I conclude by thanking the rapporteur in particular for the important work he has carried out. I hope that it can be a decisive contribution to arriving soon at decisions that will see the European institutions increasingly united in defending the values on which they are founded.

Les temps difficiles que nous vivons exigent des choix courageux.

Les événements de ces dernières années nous ont montré à quel point les interdépendances sont profondes et combien il est important d'agir ensemble pour relever les défis auxquels nous sommes confrontés. Les grandes transitions que nous vivons remodèlent les scénarios mondiaux, dont la plupart sont actuellement régis par une variété d'intérêts presque exclusivement nationaux.

Si l'Europe veut être un protagoniste du nouvel ordre mondial et faire partie de ceux qui, en vertu du projet politique sur lequel elle est fondée, ont le pouvoir de dicter l'agenda, des changements et des choix clairvoyants sont nécessaires. Dans ce scénario, il est essentiel de renforcer le partenariat stratégique entre le Conseil de l'Europe et l'Union européenne sur la base de valeurs communes et d'un engagement à promouvoir la paix, la sécurité et la stabilité sur le continent européen, mais aussi dans le monde.

Je voudrais souligner trois aspects qui me semblent particulièrement importants : d'abord, la coopération dans l'élaboration du rapport annuel sur l'État de droit permettrait de dépasser un système actuellement trop déséquilibré, basé sur l'aspect punitif, en faveur du mécanisme d'accompagnement et de suivi de chaque pays, en soutenant chaque État avec les instruments propres au Conseil de l'Europe pour progresser et en évitant d'avoir le système de sanctions comme seul instrument.

Puis, concernant le soutien à la multipolarité, un partenariat renforcé entre le Conseil de l'Europe et l'Union européenne sur cette question peuvent nous aider à être une référence dans le monde pour la construction de sociétés basées sur le modèle social fondé sur l'État de droit.

Enfin, je tiens à souligner le rôle important et positif que le Conseil de l'Europe pourrait jouer dans un dialogue structurel et une consultation avec l'Union européenne dans les processus d'élargissement.

Tous les pays qui ont demandé à adhérer à l'Union européenne font partie du Conseil de l'Europe et partagent ses valeurs, ses principes et son Statut. L'implication de l'Assemblée dans des activités interparlementaires, – je pense notamment aux pays des Balkans occidentaux –, pourrait être particulièrement utile pour débloquer un processus d'adhésion qui a désormais dépassé toute période d'attente acceptable.

Je voudrais conclure en remerciant tout particulièrement le rapporteur pour l'important travail qu'il a réalisé, et j'espère qu'il pourra contribuer de manière décisive à ce que l'on parvienne bientôt à des décisions qui verront les institutions européennes toujours plus unies dans la défense des valeurs sur lesquelles elles sont fondées.

i tempi difficili che stiamo vivendo ci chiamano a scelte coraggiose.

Gli eventi degli ultimi anni ci hanno dimostrato quanto siano profonde le interdipendenze e quanto sia importante agire insieme per affrontare le sfide che abbiamo davanti. Le grandi transizioni che stiamo vivendo stanno ridisegnando gli scenari globali, al momento per la maggior parte governati da una varietà di interessi quasi esclusivamente nazionali.

Perché l'Europa possa essere protagonista del nuovo assetto globale ed essere tra coloro, che in virtù del progetto politico su cui si fonda hanno il potere di dettare l'agenda, sono necessari cambiamenti e scelte lungimiranti. In questo scenario è fondamentale rafforzare il partenariato strategico tra il Consiglio d'Europa è l'Unione europea sulla base dei valori condivisi e dell'impegno per la promozione della Pace, della sicurezza, della stabilità nel continente europeo, e anche nel mondo.

Vorrei sottolineare tre aspetti che ritengo particolarmente importanti: la cooperazione nella stesura sulla relazione annuale dello Stato di diritto aiuterebbe a superare un sistema attualmente troppo sbilanciato sull'aspetto punitivo a favore del meccanismo di accompagnamento e monitoraggio per ogni singolo paese, supportando ogni stato con gli strumenti propri del Consiglio d'Europa a compiere progressi ed evitando di avere come unico strumento il sistema sanzionatorio e scongiurando l'esclusione dal diritto di voto.

La seconda: il sostegno al multipolarismo, un partenariato rafforzato tra Consiglio d'Europa e Unione europea su questo aspetto può aiutarci ad essere punto di riferimento nel mondo per la costruzione di società basate sul modello sociale che si fonda sullo Stato di diritto.

Infine, il ruolo importante e positivo che potrebbe avere il Consiglio d'Europa nell'ambito di un dialogo e concertazione strutturale con l'Unione europea nei processi di allargamento.

Tutti i paesi che hanno chiesto di far parte dell'Unione europea fanno parte del Consiglio d'Europa e ne condividono valori, principi, e statuto. Un coinvolgimento dell'assemblea nelle attività inter parlamentari, penso in particolare con i paesi dei Balcani occidentali, potrebbe essere particolarmente utile a sbloccare un percorso di adesione che ormai ha superato qualunque tempo accettabile di attesa.

Concludo ringraziando in modo particolare il relatore per l'importante lavoro che ha svolto, e mi auguro che possa essere un contributo decisivo per arrivare presto a decisioni che vedono le istituzioni europee sempre più unite nella difesa dei valori su cui si fondano.
