The Assembly,
1. Having noted the report giving an opinion on the Council of Europe budgets for the years 1984, 1986 and 1987, presented by its Committee on the Budget and the Intergovernmental Work Programme (

2. Having regard to the texts relating to the competence of the Assembly in budgetary matters ;

3. Having examined the Council of Europe general accounts for 1984, the last financial year for which accounts have been drawn up and discharge given ;
4. Having regard to the Council of Europe budget for 1986, as adopted by the Committee of Ministers,
5. Welcomes the Board of Auditors' finding that the Organisation's finances have been managed with a commendable sense of economy ;
6. Notes that the role of the Assembly in the auditing of the accounts has not yet been made clear by the Committee of Ministers ;
7. Notes that the 1986 budget shows a net increase of 0,75% in real terms ;
8. Asks the Committee of Ministers to make available the necessary resources in the 1987 budget for :
8.1 the progressive implementation of the guidelines defined in the third medium-term plan of the Council of Europe (1987-91) ;
8.2 implementing the proposals made in the final report of the Colombo Commission, at the Ministerial Conference on Mass Communications Policy, at the European Conference of Ministers responsible for Combating Terrorism, and in the Committee of Ministers' Resolution (86) 3 on European cultural co-operation ;
8.3 the implementation of the Committee of Ministers' Resolution (85) 5 on relations between the Council of Europe and the European Community, in particular at Secretariat level ;
8.4 the development of the Council of Europe's data-processing equipment ;
8.5 improving the furnishing and equipment of the Council of Europe's Paris Office, so as to provide satisfactory working conditions there.
