Assembly on 25 March 1976.
The Assembly.
2. Recalling Resolution (74) 4 of the Committee of Ministers,
which deals, inter alia, with the organisation's staff policy, and
the setting-up by the Committee of Ministers of a working party
on recruitment policy ;
3. Recalling the assurances given by the Chairman-in-Office of
the Committee of Ministers in his replies to the questions put by
the members of the Assembly on the Council of Europe's staff policy
in January and May 1974. Written Question No. 169 submitted by Mr
Page on 24 January 1975, and the answer to the question put by Mr
Alber on 3 October 1975 ;
4. Noting with regret that the establishment of a European Civil
Service including the staff of all the European organisations seems
impracticable at present, whilst remaining a long-term objective
;
5. Considering that, under Article 10 of the Statute, the Secretariat
is required to serve the two organs of the Council of Europe ;
6. Reaffirming its strong interest in the situation of Council
of Europe staff ;
7. Having learned that the Staff Regulations of the Council of
Europe are to be revised, and that the Committee of Ministers has
established an ad hoc committee of government administrative experts
for this purpose ;
8. Considering that, in the interest of the organisation, this
revision should lead to an improvement in the working conditions
of staff ;
9. Confirming its intention to continue, through its Committee
on the Budget and the Intergovernmental Work Programme, the consultations
with qualified representatives of the Staff Committee ;
10. Welcoming the fact that the Staff Committee has been consulted
by the above-mentioned ad hoc committee of government administrative
experts ;
11. Having decided to invite the Secretary General to inform the
Assembly regularly, as far as possible, through the Committee on
the Budget and the Intergovernmental Work Programme, of the main
lines of his plans concerning staff policy,
12. Recommends that the Committee of Ministers, before taking
any final decision on this matter, consult the Assembly on the provisions
to be embodied in the new Administrative Regulations applying to
Council of Europe staff, particularly those relating to their recruitment,
and their working and appeal conditions.
