The Parliamentary Assembly of the Council of Europe expresses deep concern over the risks to human rights and the rule of law posed by the increasing use of private military and security companies (PMSCs). Highlighting reports of serious human rights violations linked to these entities, the Assembly calls for stronger regulation of this industry to ensure accountability and victim redress. It urges the Committee of Ministers to consider developing a legally binding convention that addresses licensing, oversight, and effective remedies for victims, while also endorsing the Montreux Document on international obligations related to PMSCs, on behalf of the Council of Europe. The Assembly emphasises the need for a robust regional framework to complement ongoing United Nations efforts and to reinforce trust in the Council of Europe's role as a defender of democratic values and human rights.
