The Parliamentary Assembly commends the finalisation of the draft additional protocol to the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism, addressing evolving challenges in organised crime, money laundering, and terrorism financing. It urges member States and the European Union to expedite the signing and ratification of the Warsaw Convention, noting that only a scant percentage of criminal proceeds are currently seized. Emphasising the necessity of non-conviction-based confiscation mechanisms, the Assembly highlights the compatibility of such measures with human rights standards, welcoming safeguards within the draft protocol. It endorses the tool’s potential for countering the Russian Federation’s aggression against Ukraine and suggests procedural improvements to further enhance the protocol. The Assembly urges a more considered approach in its role and impact during the drafting of future Council of Europe conventions and protocols, advocating for a meaningful dialogue with the Committee of Ministers.
