The resolution marks the upcoming 75th anniversary of the European Convention on Human Rights, celebrating its significant contributions to peace, democracy, and the rule of law in Europe. The Parliamentary Assembly underscores the imperative for States Parties to promptly and effectively implement European Court of Human Rights judgments, highlighting concerns over persistent non-compliance by several countries, notably those with over 40 leading cases still pending. The Assembly encourages States Parties to use findings from a Council of Europe study to enhance domestic capacity for executing the Court’s judgments, emphasising the role of national parliaments and the European Commission in this process. Additionally, it calls for Russia to fulfil its obligations to implement the Court’s judgments, despite recent geopolitical tensions. The Assembly pledges to continue prioritising the implementation of these judgments and supports initiatives to foster greater compliance through political dialogue, national parliamentary action, and international cooperation.
