The Parliamentary Assembly has resolved to close the post-monitoring dialogue with North Macedonia, which began after the country joined the Council of Europe in 1995 and was subject to full monitoring until 2000. The Assembly acknowledges North Macedonia's advancements in democracy, the rule of law, human rights protection, and relations with neighbouring states, as evidenced by recent elections and government formation. However, several areas require ongoing attention, including the reform of the judiciary, prosecution services, electoral framework, and measures to combat corruption. Furthermore, unresolved human rights issues affecting minorities such as the Roma community and those pertaining to detention conditions must be addressed. The Assembly also notes the importance of implementing recommendations on resolving discrimination and ill-treatment reported by the European Court of Human Rights and the European Committee for the Prevention of Torture. The Monitoring Committee will continue to observe developments in North Macedonia through periodic reviews of these unresolved matters.
