Summary

The Council of Europe's Parliamentary Assembly has expressed ongoing concerns about respect for democracy, rule of law and public freedoms in Serbia, highlighting frequent early elections, political polarisation, threats to media freedom, lack of conducive environment for civil society, allegations of human rights violations during recent mass protests and of misconduct during local elections. Concerns have been raised about police violence during demonstrations and the alleged use of sonic weapon during a mass protest on 15 March 2025, urging Serbian authorities to investigate and address these issues promptly. The Assembly notes progress in judiciary reform and anti-corruption efforts but stresses the need for continued adherence to European standards. It calls for amendments to controversial judicial laws, improvements in media pluralism, and accountability in law enforcement and investigating corruption. While acknowledging limited progress, the Assembly commits to ongoing monitoring and dialogue to ensure Serbia honours its Council of Europe commitments.
