In the draft resolution, paragraph 5, after the word "including", insert the words "lesbian and bisexual women and trans and intersex people,".
Explanatory note
In terms of access to health and particularly sexual and reproductive health, these populations are certainly on the margins, and explicit mention would be very helpful in advocating for programming at the member State level.

In the draft resolution, after paragraph 8, insert the following paragraph:
"The COVID-19 pandemic has affected women and men differently, increased gender inequalities and made women and girls more vulnerable to violations of their human rights in areas including gender-based and domestic violence and sexual and reproductive health and rights. Policies in response to the pandemic should consider the gendered aspects of the crisis. Sexual and reproductive health and rights should be prioritised, and adequate resources should be allocated."

In the draft resolution, at the end of paragraph 9.1.1, add the words “sex characteristics;”.
Explanatory note
Adding “sex characteristics” in the list of issues to be addressed by comprehensive sexuality education would include intersex people. This would be consistent with PACE Resolution 2191 (2017) on Promoting the human rights of and eliminating discrimination against intersex people.

In the draft resolution, after paragraph 9.2.6, insert the following paragraph:
"ensure that access to contraception is individualised and based on the person’s needs, not on their legal gender marker;".
Explanatory note
This would allow, for example, for trans men and non-binary people assigned female at birth also to be included in measures and not denied access due to having an M or X on their identity documents.

In the draft resolution, paragraph 9.3.3, replace the word "men" with the following words "people assigned male at birth".
Explanatory note
This would allow for two things: (1) that trans women who are still able to produce semen are also studied and included in research, and (2) that trans men are not implied to be not men, given their different needs.

"as regards the response to the COVID-19 pandemic: x.x.x consider access to contraception, including emergency contraception, and maternal healthcare before, during and after childbirth, as essential health care services to be maintained during the crisis and take all necessary accompanying measures to guarantee the provision of and access to such services; x.x.x. guarantee access without discrimination to sexual and reproductive healthcare services and facilitate it, including by authorising telephone and online consultations and access to contraception without prescription, particularly in the case of the restriction of people’s movement in connection with the COVID-19 pandemic; and maintain in force such measures, in so far as possible, after the end of the health crisis."
