It urges swift action towards forming a compensation fund and engaging non-European states to enhance the Commission's legitimacy. Building upon previous resolutions, the Assembly recommends amending the convention to reference the Council of Europe's efforts in maintaining peace and justice. The Assembly supports the prompt adoption and signing of this convention.
